The mayor of Brazil's largest and wealthiest city of São Paulo,
Gilberto Kassab of the opposition Democratas (DEM), is in negotiations to join
the federal government ally, Partido do Movimento Democrático Brasileiro (PMDB),
the local press reported this week. Kassab's defection would be a blow to the
DEM's ally, the Partido da Social Democracia Brasileira (PSDB), in its most
important political territory. At the same time Kassab could also open the way
for a future alliance between the mercurial PMDB and the PSDB in the next
